The rcu setup is no more a separate download in OBIEE 12c. In some installs it may not ask for this step if there is no repair or updates required. In My case it asked for Repair the Visual c++ 2010. Give the same above path we gave during the Weblogic installation.
Run the setup_bi_platform-12.2.1.0.0_win64 exe file with Administrator privileges. You need not to further extract this 2nd zip file. Extract it just once and the files will appear as shown above.

The first zip will extract as setup_bi_platform-12.2.1.0.0_win64.exe file and another zip extract will hold one more zip file setup_bi_platform-12.2.1.0_win64-2.zip. But in OBIEE 12c, we will the RCU first and OBIEE setup after that. In OBIEE 11g, we used to run the RCU setup first and then OBIEE 11g setup.

Now we will install the OBIEE on the machine. There is a slight change between 11g and 12c setup. The Weblogic server is installed successfully. The version of JDK is higher then the minimum once and the yellow icon is due to that. As a standard I created Middleware and Oracle_Home folder.
